The agreement to go ahead with the Nigeria-Morocco Gas Pipeline project was inked in Rabat by the two countries and the Economic Community of West Africa (ECOWAS), a joint statement said.
The planned factory for EV batteries will "offer a huge momentum for the local automotive sector" and will benefit from the availability of renewable energy and raw materials such as cobalt and phosphates in the country, he said.
"The first shipment via the Maghreb gas pipeline took place (on Tuesday) involving LNG (liquefied natural gas) which Morocco bought on the international markets and unloaded at a Spanish regasification plant," a source at Spain's ecological transition ministry told AFP.
Algeria decided last year not to extend a deal to export gas through a pipeline running through neighbouring Morocco to Spain, halting nearly all of Morocco's gas supply, as relations between Rabat and Algiers worsened.
The plan includes a refinery project at the largest oil field in Algeria, Hassi Messaoud, as well as an extension of the Skikda refinery in the northeast.
